FRA Food Governance & Justice

Advancing Food Rights and Accountability

At the Food Rights Alliance (FRA), we believe that achieving the Right to Adequate Food for All depends on how food systems are governed — the laws, policies, and power structures that determine who grows, accesses, and benefits from food.

What We Do

Our Food Governance & Justice program promotes accountable, inclusive, and transparent governance across Uganda’s agrifood systems.
We advocate for systems where every person — from farmer to consumer — can enjoy the right to adequate food in dignity, free from hunger and discrimination.

Policy Advocacy & Reform

We engage government institutions, parliament, and civil society to influence laws, policies, and budgets that affect food rights.
Our advocacy focuses on:

  • Integrating the Right to Food in national policies and planning frameworks.

  • Supporting the development and implementation of inclusive food and nutrition laws.

  • Strengthening institutional accountability in food systems.

Research & Evidence Generation

FRA conducts research, policy analysis, and monitoring to inform decision-making and amplify citizens’ voices.
Our evidence-based publications guide reforms in:

  • Food and nutrition security governance.

  • Climate justice and sustainable agriculture.

  • Land and resource access for marginalized communities

Civic Engagement & Accountability

We empower communities and grassroots actors to hold duty-bearers accountable through:

  • Citizen-led monitoring of food policies and services.

  • Capacity building for local advocacy networks.

  • Public campaigns that demand transparency and equity in food systems.

Our Approach

Our food governance and justice work is guided by three core principles:

  1. Rights-Based:
Food is not charity — it is a right. We ensure that all programs and policies recognize this as a legal and moral obligation.

  2. Participatory:
We promote citizen participation and inclusive decision-making in shaping food systems.

  3. Equitable:
We address systemic inequalities that limit access to food — especially for women, youth, and marginalized groups.

Our Impact

  • Supported inclusion of Right to Food in Uganda’s policy dialogues and government action plans.

  • Partnered with civil society organizations to strengthen accountability in national nutrition governance.

  • Built capacity of community advocates across multiple regions to engage in budget tracking and monitoring of food and agriculture programs.
